In government and state-enterprise procurement this is not a preference or a weighting. Where domestic products meeting the local content thresholds exist, only those may be purchased — and in the categories with deep home capacity they always exist. So the real question for an imported material is which demand is open to it at all. We work that out first, then find the firms who can reach it.
The procurement rule here is a ladder rather than a weighting, and the ladder rarely runs out. Since April 2025 a public buyer must first use domestic products at or above a stated local content level where the combined local content and company benefit score clears a higher bar; failing that, domestic products at the stated level; failing that, domestic products below it; failing that, products already listed in the national industry information system. Imported goods may be used only where domestic products are unavailable or insufficient.
Note the number, because the figure most people quote is out of date. The operative local content level is twenty-five per cent. The forty per cent that circulates was the combined threshold under the previous instrument, and it now defines only the top rung of a four-step cascade. The price preference is a genuinely separate mechanism in a separate article, operating in the price evaluation rather than in the decision about what may be bought at all.
There is also no mandatory-purchase list to check yourself against, which is harder rather than easier. What exists is a government inventory of domestic products with their local content values, and the obligation is triggered product by product by whether a qualifying entry exists in it. That makes the question for an imported material concrete: not “are imports allowed” but “does a qualifying domestic equivalent exist in my category”.
And in cement, it always does. National capacity sits around a hundred and twenty million tonnes against utilisation near fifty-four per cent in 2025 — against a healthy range of eighty to eighty-five — with first-half 2026 domestic sales up around eleven per cent but, in the industry association’s own words, not enough to change the fundamentals. Roughly seven tonnes in ten go out bagged, to retail and self-build, with the balance bulk into projects and ready-mix. That split is your buyer segmentation.
Take cement as the illustration. National capacity runs far ahead of national demand, utilisation sits little above half, and producers export clinker to absorb the slack. An import is therefore competing against an industry with spare capacity and a freight advantage on its own island, inside a procurement rule that will not consider it while a qualifying domestic equivalent is registered. What is left is real but specific: private work, and the places or performance requirements where the local plant’s advantage runs out. A brief that has not identified which of those you are selling into is not yet a brief.
The certification is unusual too, and worth understanding before you appoint anybody. A mandatory standard is set product by product through ministerial regulation, and the route for an imported good runs through an Indonesian representative because an overseas manufacturer cannot apply on its own account. The assessment audits your factory against the standard and your quality system, with samples taken at that inspection and tested in an Indonesian laboratory. Then the paperwork splits: the product certificate is issued to you, and the approval that actually permits the mark to go on the goods is issued to your representative.
For cement the structure is unusually explicit and it is the opposite of an arm’s-length arrangement. A foreign producer must have an official representative established in Indonesia and may appoint only one. That representative must itself act as the importer, hold a brand licence from the producer, have silo storage and packing facilities, and control a warehouse in the same or the nearest regency or city.
Then the enforcement detail that makes it real: foreign-produced cement must be moved into that warehouse before it is distributed or its ownership transfers, and technical verification checks that the shipping address on the import documents matches it. So the representative is simultaneously your certificate holder, your importer and your warehouse operator. There is no way to hold this relationship at a distance.
We have not published a roster of named construction materials distributors, because nothing we could source would support one. The live answers sit in two public places instead: the government inventory carries local content values product by product, and the public electronic catalogue displays those values against listed items. Those registers are the honest starting point for a shortlist in this market.
The catalogue decides whether a supplier here has a channel at all. On the current reading of the procurement rules, buyers are expected to purchase through the catalogue except in defined circumstances, with catalogue prices acting as a ceiling and direct-purchase limits above which the catalogue route applies. A distributor that is listed but has never completed a catalogue transaction has a profile rather than a channel.
Two separate systems run in parallel here: mandatory product standards, and the local content apparatus that decides whether a public buyer may consider you.
Almost everything that matters in this market is published somewhere. These questions point at where.
For every cement type or bar grade, plus the realignment evidence where the certificate predates the current regulations. Editions changed recently and a certificate against a superseded edition is a problem on a known timetable.
Not just the number. The certificate is issued electronically with a five-year life, and an independent verification body produces the report and carries responsibility for it. Ask for both, and read the expiry.
That is where the public buyer reads the value from, so that is where it has to be correct. A certificate in a drawer that does not appear in the inventory does not help a procurement officer.
With the local content figure displayed against the item. Being listed proves an application succeeded. Having transacted proves the channel works, and the two are different claims.
There is one official representative, it must be the importer, and it must control silo, packing and a warehouse in the required locality, which the goods must physically enter before distribution. Ask for one import document set where the shipping address matches.
Steel, glass and ceramics sit under one instrument and cement under another, each requiring approval before the goods enter the customs territory and technical verification documented in a surveyor report, with realisation reporting afterwards.
Under the reinforcing bar rules, the certification body revokes the standard certificate where the company lacks a quality management certificate and a trademark registration at the second surveillance. A distributor reselling a mill whose paperwork lapses loses your certificate mid-contract.
This is the commercial question and a good candidate will answer it precisely, naming the competing products and their local content values. One who treats it as hostile has not understood which part of the market is actually open to you.
In April 2024 the trade minister oversaw the destruction of twenty-seven thousand tonnes of reinforcing bar — around three and a half million bars, worth over two hundred and fifty billion rupiah — at a plant in Banten, for breaching the applicable standard. Non-compliant bar is made inside the country and the remedy is destruction at the factory, not refusal at the border.
A year earlier the directorate announced supervision of forty companies suspected of producing non-standard bar, most of them in one region, working with police and the provincial trade office, and referenced an earlier destruction of over four hundred thousand bars. Your competitive set includes product that will later be destroyed, and it is priced accordingly in the meantime.
The instrument changed in April 2025 and the operative level is twenty-five per cent, with forty being the combined score at the top rung. Plans and briefs written against the previous figure are aiming at the wrong bar, usually in the direction of giving up too early.
Because the obligation is triggered by whether a qualifying inventory entry exists, rather than by a published mandatory-purchase list, it is easy to assume a category is open when it is not. The work is product by product, and it has to be done before a channel strategy, not after.
Cement and reinforcing bar both came under new regulations with new standard editions and eighteen-month realignment windows. Stock and certificates aligned to the previous editions run out of road on a date set in advance.
One representative, who must also be the importer and control the warehouse the goods enter. Brand owners who structure other markets with a separate importer, a separate logistics provider and a separate sales agent cannot replicate that here, and the concentration of roles in one counterparty is the risk to manage.
Only where no sufficient qualifying domestic product exists. The rule operates as a descending cascade: domestic products at the stated local content level with a higher combined score, then domestic products at that level, then domestic products below it, then products already listed in the national industry system — and imports only where domestic products are unavailable or insufficient.
Twenty-five per cent is the operative level, with forty per cent being the combined local content and company benefit score that defines the top rung. If you have been working to forty as the threshold, that was the figure under the previous instrument, which was replaced in April 2025. The certificate runs five years, is issued electronically, and the business bears the verification cost.
No, and that makes it harder rather than easier. What exists is a government inventory of domestic products carrying their local content values, and the procurement rule reads the values from it. The obligation is therefore triggered product by product by whether a qualifying entry exists in your category.
No. It must have an official representative established in Indonesia and may appoint only one, and that representative must itself act as the importer, hold a brand licence, have silo storage and packing facilities, and control a warehouse in the same or nearest regency or city which the goods must physically enter before distribution.
Yes. Both regulations apply to domestic production and to imports marketed in Indonesia alike. Cement came under a new regulation in 2024 covering seven standards, and reinforcing bar under another covering bar, re-rolled bar and bar in coil, each with its own realignment window for certificates issued under the previous rules.
For the part of it the cascade does not reach: private work, and the performance requirements or locations where the domestic plant’s advantage runs out. With utilisation near fifty-four per cent in cement, an import competes against an industry with idle capacity and a freight advantage on its own island. A brief that has not identified which demand is actually open to you is not yet a brief.
For an imported material the real question is not price or partner but whether a qualifying local equivalent exists in your category, because that decides whether you can be bought at all. Tell us what you supply and we will answer that first.
