No chain, banner or organised retail share could be verified here, and the state retail network was wound up and its halls leased out from 2025. What a distributor is selling you is vehicles and the outlets they actually call on. Below is how that works, what it costs to reach, and how we would separate a real network from a claimed one.
Begin with the consumer, because the consumer here is constrained in ways that decide assortment and pack size before anyone discusses listings. Gross domestic product per head was one thousand one hundred and seventy-nine dollars in 2025. Just under half the population sat below the four-dollar-twenty-a-day line. The minimum wage rose to twelve and a half thousand pounds in May 2026, and a fifty per cent public-sector increase that month was outpaced by prices within weeks.
On food security, we are going to be precise because most published summaries are not. The 2025 national assessment, covering nearly thirty-five thousand households, found eighteen point four per cent of households food-secure outside camps, up from eleven point one the year before. That is the published figure. It does not mean the balance are food-insecure — the framework has a marginal band between the two and the complementary figure was not published. Traders had the highest security rate at nearly a third; unskilled labour the lowest at around a tenth.
Remittances are now a channel in their own right, reaching nearly twenty-two per cent of households against under seven per cent a year earlier. But they must be converted at the official rate, well below the parallel one, which quietly removes a share of the money before it reaches a shop. The currency was redenominated from the start of 2026, taking two zeros off, with about a third of notes replaced within weeks. We do not publish a rate here because no source we trust gives a dated post-redenomination figure.
Then the structural change that reset the trade. The state trading establishment was abolished in three separate acts rather than one: the decision to abolish and freeze operations in early 2025, the liquidation of its goods at auction from February, and the leasing of roughly fifteen hundred halls from late April. Anyone who had supplied that channel lost it, and the auctioned stock competed with new imports on the way out.
Start with what the shopper can spend, because it governs the format before it governs the brand. Output per head is a little over a thousand dollars a year, and the statutory minimum wage covers under half of a basic household basket. Inflation has come down from the extraordinary but is still expected in the twenties, and the currency was redenominated at the end of 2025, so any figure quoted in pounds from before then is a hundred times out. This is a single-serve market with price points that need resetting often, not one where a standard international pack travels.
Then the competition, which is unlikely to be who you expect. Borders are porous, duty differences with neighbouring markets make arbitrage routine, and independent assessments score the country badly on counterfeit goods and on trademark enforcement. Importing also returns capital several times faster than manufacturing does, so trade is pulling ahead of domestic production. The practical effect is that an appointed distributor is competing with your own brand arriving unofficially, and with imitations of it, in a jurisdiction where recourse is thin.
We could not establish a single Syrian supermarket chain, retail banner or organised-retail share figure from a source we were prepared to use. That is the finding, stated plainly rather than filled in. It does not mean no organised retail exists; it means nobody publishes it, and the lists that come up in search are scraped directories. So what a distributor sells you here is vehicles, routes and the outlets it genuinely calls on.
There is one public example of a brand appointment. In October 2025 a distribution business announced it had become exclusive distributor for a multinational household-products portfolio here, in an agreement signed in Doha. That is a company announcement rather than independent reporting, and its capability figures are self-reported, but it is evidence that the route exists and that major principals are using it.
Now the number that should change how you run a shortlist. One distributor publishes eleven and a half thousand outlets served with two hundred and five vehicles. Another publishes thirty-seven thousand convenience stores covered with a thirty-six person team. Those two claims cannot both describe the same thing. One is plausibly a call universe; the other is plausibly a market estimate. Neither is audited, and nobody is reconciling them.
Which makes the qualifying question obvious once you see it. Do not ask how many outlets a candidate covers, because every candidate has an answer. Ask how many outlets they physically invoiced last month, and ask to see the invoice count. The gap between those two numbers is the most informative thing you will learn about any distributor in this market.
The import licence requirement was suspended, on a date no source gives, which makes the remaining documents more important rather than less.
Because coverage claims in this market cannot be compared with each other, the questions have to reach for things that exist as records rather than as assertions.
Confirm the activity covers your category, and note when the entity was registered relative to December 2024. A business incorporated the month the market reopened is a different proposition from one with years of filings behind it.
Registration, tax file and customs registration are all preconditions to filing. A candidate clearing through someone else’s identity does not control its own border and cannot be held to a lead time.
Not the universe they cover — the outlets they actually billed. Then ask them to explain the gap between the two figures. Published claims in this market differ by a factor of three and none is audited, so the invoice count is the only comparable number available.
A named billing list rather than a claim of national coverage, and check specifically whether it includes the three governorates with the weakest food security in 2025. Those are the hardest to serve and the first to be dropped quietly.
Vehicle registration documents, not a photograph of a truck. In a market where what you are buying is physical reach, the fleet is the asset and its ownership tells you how quickly it can disappear.
If they claim temperature control, ask what it costs to run. Official diesel moved from seventy-five to eighty-eight cents a litre in early May 2026. A cold chain claim without a fuel cost attached is not a cold chain.
The consumer protection decree requires traders from importer to merchant to hold invoices, import documentation and customs declarations. Request the set for a single line. It takes them ten minutes if they keep records and reveals everything if they do not.
With the bank advice. The pound fell about fifteen per cent on the parallel market between April and June 2026, and remittances convert at the official rate. The rate at which a distributor acquires hard currency decides whether your price list survives first contact with the shelf.
The state trading establishment went in three acts across early 2025 — abolition and freezing, then liquidation of goods at auction, then the leasing of roughly fifteen hundred halls. Suppliers to it lost the channel, and the auctioned stock then competed with new imports at distressed prices.
The agriculture ministry reportedly stopped imports of tomatoes, potatoes, chicken and eggs during peak domestic seasons in 2025. A trader quoted at the time said coordination ought to run year-round, which is another way of saying it does not. Build the risk into your shipping plan.
Importers do not know whether customs data will be used to assess annual income tax. The finance ministry was asked repeatedly without answering, and the tax authority gave reporters no clear answer either. Your distributor is pricing under that uncertainty whether or not it mentions it.
The subsidised bread ration was cut twice between May and June 2026, the food agency ended its subsidised bread programme in May 2026 and halved emergency food assistance from one and three-tenths million people to six hundred and fifty thousand, and fuel rose seventeen to twenty-nine per cent in early May. Essential goods rose ten per cent in three months.
The 2021 consumer protection decree provides for price controls on essential goods. A margin structure negotiated on landed cost can be regulated at the point of sale, which moves the risk onto whoever is carrying stock.
Chamber directories are a legitimate way to find companies. But the chambers were restructured with appointed rather than elected members, and the head of a chamber affiliated to the governing movement now presides over the federation. A chamber letter establishes that a company exists, not that it is independent.
We could not establish any Syrian supermarket chain, retail banner or organised-retail share figure from a source we were willing to rely on, and the lists that surface in search are scraped directories. That is a statement about the evidence, not a claim that organised retail does not exist. For scale, total European Union goods exports to Syria across every category were three hundred and ninety-two million euros in 2025, of which food and live animals were seventy-six million.
Yes. The clearest public example is an October 2025 announcement by a distribution business that it had become exclusive distributor of a multinational household-products portfolio in Syria, signed in Doha. That is a company release rather than independent reporting, and its capability figures are self-reported, but the route exists and major principals are using it.
On the published numbers, you cannot. One claims eleven and a half thousand outlets with two hundred and five vehicles; another claims thirty-seven thousand convenience stores covered with a thirty-six person team. Both are self-reported and neither is audited. Ask instead for the outlets physically invoiced in the last calendar month with the invoice count, the vehicle registration documents, and the governorates they actually bill in.
The economy ministry suspended the import licence and import form requirements, on a date no source we found gives. What is required in practice is the commercial invoice, certificate of origin, bill of lading and insurance certificate where insured, with a packing list, plus customs fees, technical or health inspection where applicable, and compliance with the national standard specifications. Clearance at land and sea points was reported to have fallen from seven days to two or three.
In part. The 2021 consumer protection decree provides for price controls on essential goods and obliges traders from importer to merchant to keep records including invoices, import documentation and customs declarations. Separately, the agriculture ministry reportedly halted imports of several fresh categories during peak domestic seasons in 2025 without publishing a calendar.
Treat it as unproven. The central bank executed what it described as its first letter of credit in fourteen years in October 2026, and that was a state petroleum purchase rather than a commercial import. The International Monetary Fund said in August 2026 that the banking system remains dysfunctional. Official guidance notes that account opening is not automatic and that euro and regional-currency channels are increasingly viable alternatives to dollar settlement.
With no organised retail to negotiate with, what you are buying is vehicles, routes and the outlets a distributor genuinely calls on. That can be verified, and it is what we verify. Tell us what you are placing and we will come back on reach and cost.
